Subject: The Start-up and Scale-up Initiative

The Commission’s Communication “Europe’s next leaders: the Start-up and Scale-up Initiative” published on 22 November 2016 states that to connect start-ups with business partners, the Commission will launch next year a number of “pilot measures on matchmaking, linking start-ups, mid-caps and larger enterprises and extend the Erasmus for Young Entrepreneurs programme to incubators and entrepreneurs in international markets”.

In this regard, can the Commission:

– Give further details on what such pilot measures will mean in concrete terms?

– Provide indications on the geographical breakdown of these planned pilot projects?

– Provide information on how business partners in peripheral regions will be involved in such initiative?

The aim of the pilot measures related to the matchmaking of start-ups with mid-caps and larger enterprises is to provide start-ups with a larger/stable client base, skills and infrastructure and also to increase start-ups ‘exit’ options by mobilising new private capital. This will also boost innovativeness and competitiveness of the European economy and help accelerating the expansion of companies in the more traditional sectors.

These pilot projects will be launched via open call for proposals and/or tenders, therefore no geographical coverage, including from peripheral regions, or breakdown are pre-defined at this stage.

Finally, the Commission confirms that it has extended the Erasmus for Young Entrepreneurs programme with the possibility for experienced host entrepreneurs from incubators to participate. The Commission also plans to implement a small scale pilot project financed by the European Parliament where young entrepreneurs from the EU can exchange experiences with host entrepreneurs from international markets.

Suġġett: L-inizjattiva favur in-negozji l-ġodda u n-negozji li qed jespandu

Il-Komunikazzjoni tal-Kummissjoni intitolata “Il-mexxejja li jmiss tal-Ewropa: l-inizjattiva favur in-negozji l-ġodda u n-negozji li qed jespandu” ppubblikata fit-22 ta’ Novembru 2016(1) tgħid li sabiex tgħaqqad negozji ġodda ma’ sħab kummerċjali, il-Kummissjoni s-sena d-dieħla se tniedi għadd ta’ “miżuri pilota dwar it-tlaqqigħ ta’ negozji ġodda, kumpaniji b’kapitalizzazzjoni medja u intrapriżi akbar u se testendi l-programm Erasmus għall-Intraprendituri Żgħażagħ għall-inkubaturi u għall-imprendituri fis-swieq internazzjonali”.
F’dan ir-rigward, il-Kummissjoni tista’:
— Tagħti aktar dettalji dwar x’se jkunu jfissru dawn il-miżuri pilota f’termini konkreti?
— Tipprovdi indikazzjonijiet dwar it-tqassim ġeografiku ta’ dawn il-proġetti pilota ppjanati?
— Tipprovdi informazzjoni dwar kif is-sħab kummerċjali f’reġjuni periferali se jkunu involuti f’din l-inizjattiva?

Tweġiba mogħtija mis-Sinjura Bieńkowska f’isem il-Kummissjoni

L-għan tal-miżuri pilota marbuta mat-tlaqqigħ tal-istart-ups mal-midcaps u l-intrapiżi l-kbar hu biex l-istart-ups ikollhom bażi ta’ klijenti akbar u stabbli kif ukoll ħiliet u infrastruttura u biex jiżdiedu l-għażliet ta’ “ħruġ” għall-istart-ups billi jiġi mmobilizzat l-kapital privat ġdid. Dan se jixpruna wkoll l-innovazzjoni u l-kompetittività tal-ekonomija Ewropea u jgħin jaċċellera l-espansjoni tal-kumpaniji fis-setturi aktar tradizzjonali.
Dawn il-proġetti piloti se jiġu varati permezz ta’ sejħa miftuħa għall-proposti u/jew tenders, u għalhekk f’dan l-istadju m’hemm predefinit l-ebda kopertura ġeografika, inkluż mir-reġjuni periferali, jew klassifikazzjoni.
Fl-aħħar nett, il-Kummissjoni tikkonferma li estendiet il-programm Erasmus għall-Imprendituri Żgħażagħ bil-possibilità li imprendituri ospitanti bl-esperjenza mill-inkubaturi jipparteċipaw. Il-Kummissjoni qed tippjana wkoll li timplimenta proġett pilota fuq skala żgħira ffinanzjat mill-Parlament Ewropew fejn l-imprendituri ż-żgħar mill-UE jkunu jistgħu jiskambjaw l-esperjenzi mal-imprendituri ospitanti mis-swieq internazzjonali.
