Subject: The Dinka-Nuer conflict and the ensuing humanitarian crisis in South Sudan
Hunger and ethnic conflict in South Sudan are reaching the highest levels that the region has ever experienced. This tragedy is the direct consequence of a desire to wage genocidal war, which has pitted the Dinka people of President Salva Kiir against the Nuer people of the former Vice President Riik Mashar. The UN estimates that the conflict has cost approximately 50 000 lives.
Both parties are pursuing the same objective: the annihilation of the other through starvation. Given the policy of extermination carried out by the tribal leaders, it is proving impossible to provide humanitarian aid to the people of South Sudan.
In these circumstances, a long-term solution is imperative in order to put an end to both the perilous nourishment crisis and the genocidal conflict.
Given this state of affairs, and that the root cause of this starvation, which has reached appalling levels, is ethnic conflict:
What measures will the EU take to ensure humanitarian aid reaches the South Sudanese people?
Without tackling the ethnic conflict, which is the real root cause of the current starvation crisis, all humanitarian intervention will be merely palliative. What long-term measures will the EU take, therefore, to put an end to the conflict?

The EU, as a witness to the 2015 Agreement on the Resolution of the Conflict in the Republic of South Sudan (ARCSS)[1], is providing financial assistance for its implementation and is an active member of the peace-monitoring institutions established by the agreement. The EU works closely with the countries of the region and with the Inter-Governmental Authority on Development (IGAD), the African Union (AU) and the United Nations. The EU imposed an arms embargo on South Sudan and supports imposition of a UN arms embargo. The EU encourages the AU to move forward with the establishment of the Hybrid Court for South Sudan (ARCSS-Chapter V). The EU welcomes Resolution 34/25 of the UN Human Rights Council extending the mandate of the Commission on Human Rights in South Sudan. The EU is looking into providing financial support for this initiative.

The Commission also believes that the root cause of the humanitarian crisis in South Sudan is the ongoing conflict, which has exacerbated food insecurity and has resulted in an entirely man-made localised famine. The EU urges the Transitional Government of National Unity to ensure the respect of humanitarian access.

The Commission has mobilised close to half a billion EUR since December 2013 to respond to humanitarian needs in South Sudan. In 2017, EUR 82 million has already been allocated. In March 2017 the EU made available EUR 100 million from the European Development Fund reserve to respond to the South Sudanese refugee crisis, in South Sudan and in its neighbouring countries. The EU is also working to provide basic services to the population, notably in food security, education and health (EUR 75 million already committed under the EU Trust Fund). The Commission stands ready to mobilise additional funds. Access constraints will be followed-up.

Suġġett: Il-kunflitt bejn id-Dinka u n-Nuer u l-kriżi umanitarja sussegwenti fis-Sudan t’Isfel
Il-ġuħ u l-kunflitt etniku fis-Sudan t’Isfel qed jilħqu l-ogħla livelli li r-reġjun qatt għadda minnhom. Din it-traġedja hija l-konsegwenza diretta tal-gwerra ġenoċidali, bil-poplu Dinka tal-President Salva Kiir jiġġieled kontra l-poplu Nuer tal-ex Viċi President Riik Mashar. In-NU tistma li l-kunflitt wassal biex mietu madwar 50 000 ruħ.
Iż-żewġ partijiet għandhom l-istess objettiv: il-qerda tal-parti l-oħra billi joqtlu n-nies bil-ġuħ. Minħabba l-politika ta’ esterminazzjoni mwettqa mill-mexxejja tribali, qed ikun impossibbli li tingħata għajnuna umanitarja lill-poplu tas-Sudan t’Isfel.
F’dawn iċ-ċirkustanzi, soluzzjoni fit-tul hija imperattiva sabiex jintemmu kemm il-kriżi alimentari perikoluża kif ukoll il-kunflitt ġenoċidali.
Minħabba din is-sitwazzjoni, u li l-kawża ewlenija ta’ dan il-ġuħ, li laħaq livelli tal-biża’, hija kunflitt etniku:
X’miżuri se tieħu l-UE biex tiżgura li l-għajnuna umanitarja tasal għand il-poplu tas-Sudan t’Isfel?
Mingħajr ma jiġi indirizzat il-kunflitt etniku, li huwa l-kawża ewlenija vera tal-kriżi attwali tal-ġuħ, kull intervent umanitarju ikun biss palljativ. X’miżuri fit-tul se tieħu l-UE, għalhekk, biex dan il-kunflitt jintemm?

L-UE, bħala xhud tal-Ftehim tal-2015 dwar ir-Riżoluzzjoni tal-Konflitt fir-Repubblika tas-Sudan t’Isfel (Agreement on the Resolution of the Conflict in the Republic of South Sudan, ARCSS)[1], qed tipprovdi assistenza finanzjarja għall-implimentazzjoni tiegħu u hija membru attiv tal-istituzzjonijiet stabbiliti bil-Ftehim biex jissorveljaw il-paċi. L-UE taħdem mill-qrib mal-pajjiżi tar-reġjun u mal-Awtorità Intergovernattiva dwar l-Iżvilupp (Inter-Governmental Authority on Development, IGAD), l-Unjoni Afrikana (UA) u n-Nazzjonijiet Uniti. L-UE imponiet embargo fuq l-armi fuq is-Sudan t’Isfel u tappoġġa l-impożizzjoni ta’ embargo fuq l-armi min-naħa tan-NU. L-UE tinkoraġġixxi lill-UA biex timxi ’l quddiem bit-twaqqif ta’ Qorti Ibrida għas-Sudan t’Isfel (ARCSS-Kapitolu V). L-UE tilqa’ r-Riżoluzzjoni 34/25 tal-Kunsill tad-Drittijiet tal-Bniedem tan-NU li testendi l-mandat tal-Kummissjoni dwar id-Drittijiet tal-Bniedem fis-Sudan t’Isfel. L-UE qed tikkunsidra l-għoti ta’ appoġġ finanzjarju għal din l-inizjattiva.

Il-Kummissjoni temmen ukoll li l-kawża ewlenija tal-kriżi umanitarja fis-Sudan t’Isfel huwa l-kunflitt attwali, li aggrava n-nuqqas ta’ sigurtà tal-ikel u wassal għal karestija lokalizzata kompletament artifiċjali. L-UE tħeġġeġ lill-Gvern ta’ Transizzjoni tal-Unità Nazzjonali biex jiżgura r-rispett tal-aċċess umanitarju.

Il-Kummissjoni mmobilizzat qrib nofs biljun ewro minn Diċembru 2013 ’il hawn biex twieġeb għall-ħtiġijiet umanitarji fis-Sudan t’Isfel. Fl-2017, kienu diġà ġew allokati EUR 82 miljun. F’Marzu 2017, l-UE għamlet disponibbli EUR 100 miljun mir-riżerva tal-Fond Ewropew għall-Iżvilupp biex tirrispondi għall-kriżi tar-refuġjati tas-Sudan t’Isfel, fis-Sudan t’Isfel u l-pajjiżi ġirien tiegħu. L-UE qed taħdem ukoll biex tipprovdu servizzi bażiċi lill-popolazzjoni, b’mod partikolari s-sigurtà tal-ikel, l-edukazzjoni u s-saħħa (EUR 75 miljun diġà ġew allokati permezz tal-Fond Fiduċjarju tal-UE). Il-Kummissjoni tinsab lesta li timmobilizza fondi addizzjonali. Limitazzjonijiet fir-rigward tal-aċċess se jiġu segwiti.
