“Il-kwistjoni ta’ kif is-sistema tal-ħabsijiet qed titmexxa, kemm jekk hi limitata jew ħarxa wisq, hija kwistjoni serja wisq biex tħalliha ssir logħba tal-midja bejn l-amministrazzjoni favur il-ħabs u dawk kontra,” kiteb Alfred Sant fuq Twitter.

Il-Ministeru għall-Intern għamel inkjesta biex jevalwa l-proċeduri interni adottati mill-Faċilità Korrettiva ta ’Kordin wara l-mewt ta’ Colin Galea ta ’30 sena fl-isptar 11-il jum wara attentat ta’ suwiċidju fil-ħabs.

Alfred Sant qal li d-dibattitu dwar kif l-amministrazzjoni tal-ħabs twettaq xogħolha nbidel għal “logħba tal-midja”, minħabba n-nuqqas ta ‘mekkaniżmu ta’ reviżjoni adegwat li jivvaluta inċidenti serji bħal suwiċidji fil-ħabs.

“Nisperaw li r-reviżjoni attwali li qed tiġi ppruvata tgħin biex ittejjeb il-kwistjonijiet iżda l-ħtieġa hija għal mekkaniżmu permanenti, kontinwu u sinifikanti.”

Alfred Sant qal li l-mekkaniżmu jkun jeħtieġ li jkun barra mill-proċess ġudizzjarju, “mingħajr ma jsir il-poodle la tal-maniġment tal-ħabs u lanqas tal-” lobby “tal-priġunieri.

Alfred Sant proposes mechanism to oversee prison

Alfred Sant has called for a “permanent mechanism” which independently assesses ongoings within Malta’s prison system and stated that debate on how prison administration works has turned to a media game due to the lack of a watchdog.

“The matter of how the prison system is being run, whether too limply or too harshly, is too serious an issue to let it become a media game between the pro-prison administration & those against,” Alfred Sant wrote on Twitter.

The Home Affairs Ministry held an inquiry to evaluate the internal procedures adopted by the Corradino Correctional Facility following the death of 30 year-old Colin Galea in hospital 11 days after an attempted suicide in prison.

Alfred Sant said the debate on how the prison administration carries out its work has been turned to a media game, due to the lack of an adequate review mechanism that assess serious incidents like suicides in prison.

“Hopefully the current review that is being attempted will help to improve matters but the need is for a permanent, ongoing and meaningful mechanism.”

Alfred Sant said the mechanism would need to be outside the judicial process, “without becoming the poodle of either the prison management or the prisoners’ “lobby”.
