Ir-rapport ta’ inkjesta maħruġ aktar kmieni dan is-sajf qal li l-gvern għandu jerfa’ r-responsabbiltà għall-qtil ta’ Daphne Caruana Galizia għax kien ħoloq il-kultura ta’ impunità li wasslet għaliha.

Permezz ta’ kitba fuq il-paġna tiegħu ta’ Facebook, Alfred Sant qal li r-rapport jagħti l-impressjoni li l-governanza ħażina bdiet fl-2013 meta fil-fatt l-mudell kien mfassal u wżat ħafna qabel, talanqas mill-1991.

“Jekk is-sitwazzjoni marret għall-agħar wara l-2013, dan kien sempliċement minħabba li dak li ġara fl-20 sena ta’ qabel wera kemm kien faċli għal governanza ħażina li tikseb riżultati”.

“Kienu kemm kienu onorabbli l-kittieba tar-rapport, la kienu ppreparati u lanqas inklinati, soċjalment, kulturalment, legalment u forsi anke politikament, biex jidħlu f’dan il-qasam li jmur lil hinn mil-linji tal-partiti”, qal Alfred Sant.

Kien ċar li kien hemm kwistjonijiet ta’ governanza ferm aktar serji li ma ssemmewx fir-rapport iżda li kollox ma kollox wasslu għal dak li ġara. Ma nħolqux mill-gvern wara l-2013 iżda kienu eżistew sew qabel.

Ovvjament, qal Alfred Sant, analiżi ta’ dawk il-kwistjonijiet strutturali u għal dak li wasslu għalihom kienu jkunu jeħtieġu metodu li jmur lil hinn mill-politika partiġġjana, metodu prattiku u dirett dwar l-imġieba fil-ħajja pubblika.


Governance issues started well before 2013

The government did well to accept the conclusions of the Daphne Caruana Galizia inquiry, however, the inquiry report was wrong to imply that the culture of impunity started after 2013, Alfred Sant stated.

The inquiry report issued earlier this summer said the government should bear responsibility for the murder of Daphne Caruana Galizia because it had created the culture of impunity that led to it.

Writing on his Facebook page, Alfred Sant said the report gave the impression that bad governance started in 2013 whereas the model had been forged and employed much earlier, at least since 1991.

“If the situation deteriorated after 2013, that was simply because the goings-on in the previous 20 years showed how easy it was for bad governance to get results”.

“However honourable the report writers were, they were neither prepared nor inclined, socially, culturally, legally and maybe even politically, to go into this area that crossed party lines”, Alfred Sant said.

There, clearly, were much more serious governance issues that were not mentioned in the report but which cumulatively had led to what had happened. They were not created by the government after 2013 but had existed well before.

Clearly, Alfred Sant said, an analysis of those structural issues and what they had led to would have required a method that went beyond partisan politics, a practical and direct method about behaviour in public life.
