F’intervent fil-Parlament Ewropew, l-eks Prim Ministru Alfred Sant spjega l-vot tiegħu kontra rapport ta’ strateġija bejn l-Unjoni Ewropea u ċ-Ċina ppreżentat lill-plenarja tal-Parlament. Dan kien prinċipalment minħabba li r-rapport japprova inizjattivi ġodda mat-Tajwan li jdgħajfu l-kunċett ta’ nazzjon wieħed taċ-Ċina, li ċ-Ċina ġustament tqis bħala l-prinċipju li jiddefinixxi l-eżistenza tagħha.

Ir-rapport ta’ strateġija bejn l-Unjoni Ewropea u ċ-Ċina huwa bbażat fuq sitt prinċipji, fosthom il-ħtieġa għal kooperazzjoni dwar sfidi globali, impenn fuq normi internazzjonali u drittijiet tal-bniedem, u bini ta’ sħubiji ma’ sħab li jaħsbuha l-istess.

Madankollu, Sant sostna wkoll li r-rapport jinkludi fih ewroċentriżmu li f’livelli differenti, jagħmel l-analiżi tiegħu ta’ realtajiet kumplessi mxaqilba lejn naħa waħda, sal-punt li dan iwassal għal nuqqas ta’ esperjenza, għerf u ġudizzju, u b’hekk joħloq il-bażi għal sfiduċja u frustrazzjoni lejn iċ-Ċina.

Ir-rapport jenfasizza ċerti temi ewlenin, bħall-importanza tal-kooperazzjoni maċ-Ċina biex jiġi evitat li l-Afganistan isir bażi terroristika ġdida u l-ħtieġa għal djalogu u kooperazzjoni.

Il-kooperazzjoni xorta għandha tippermetti liż-żewġ naħat – għal darb’oħra fi trasparenza sħiħa – biex jesprimu r-riżervi kollha tagħhom dwar kwalunkwe aspett tal-politiki li jsegwu.

“Pereżempju,” iddikjara l-MPE Laburista, “Jien inqis il-politiki li bħalissa qed jiġu segwiti miċ-Ċina f’Hong Kong u fir-Reġjun Awtonomu ta’ Xinjiang Uyghur bħala mhux iggwidati tajjeb u żbaljati.”


China-EU relationship can be enhanced through an open and honest dialogue.

In an intervention at the European Parliament, former Prime Minister Alfred Sant explained his vote against an EU-China strategy report presented to the plenary of the Parliament. This was mainly because the report endorses new initiatives with Taiwan that undermine the one China one nation notion, which China rightly considers as the defining principle of its existence.

The EU-China strategy report is based on six principles, among which the need for cooperation on global challenges, engagement on international norms and human rights, and building partnerships with like-minded partners.

However, Sant also claimed that the report is embued with a euro-centrism that at different levels, makes its analysis of complex realities one sided to the point of naivete, thus creating the basis for mistrust and frustration towards China.

The report does emphasize certain key topics, like the importance of cooperating with China to prevent Afghanistan from becoming a new terrorist base and the need for dialogue and cooperation.

Cooperation should still allow for both sides – again in full transparency – to express in all frankness reservations about any aspects of the policies they follow.

“For instance,” the Labour MEP stated, “I consider the policies presently being followed by China in Hong Kong and Xinjiang Uyghur Autonomous Region as misguided and wrong.”
