Il-Kap tad-Delegazzjoni tal-S&D Maltija Alfred Sant faħħar il-proposta tal-Kummissjoni għal Att ġdid dwar is-Servizzi Diġitali (DSA) li ddeskriviha bħala “test tajjeb” u qabel mal-maġġorparti tal-punti fil-proposta. Huwa kien qed jindirizza lill-Kumitat Ekonomiku u Finanzjarju tal-Parlament Ewropew bħala Rapporteur Soċjalista għall-opinjoni tal-kumitat dwar l-att. Dan għandu l-għan li joħloq ambjent diġitali aktar sigur, li filwaqt li jirrispetta l-utenti kollha tas-servizzi diġitali, jiġġenera wkoll ċans ġust u ugwali għal kull negozju biex jirnexxi. Is-servizzi diġitali jinkludu tipi differenti ta’ informazzjoni u servizzi pprovduti fuq l-Internet bħal siti tal-internet, servizzi ta’ infrastruttura tal-internet u pjattaformi online.

“Fl-ewwel lok, l-approċċ kurrenti tad-DSA huwa pjuttost mikro. Għandu jsir l-argument li d-dimensjoni makroekonomika u r-riskji assoċjati għandhom jiġu definiti aħjar.” Dr Sant iddikjara.

Huwa rrimarka li fir-rigward tas-servizzi bbażati fuq il-komunikazzjonijiet u t-teknoloġija tal-informazzjoni, il-miżuri għandhom jieħdu inkonsiderazzjoni d-differenzi bejn kumpaniji kbar u intrapriżi żgħar u dawk ta’ daqs medju. Huwa mportanti ħafna li tingħata attenzjoni għall-akkumulazzjoni ta’ “data personali minn pjattaformi online” u l-mod kif qed jintuża biex ikabbar il-poter ta’ dawk li għandhom kapital u ġid enormi. Barra minn hekk, l-irwol tal-awtoritajiet finanzjarji u tal-kompetizzjoni għandu jkun stabbilit b’mod trasparenti.

Alfred Sant sostna li l-irwol tal-Kummissjoni Ewropea fl-amministrazzjoni tal-Att dwar is-Servizzi Diġitali m’għandux ikun wieħed dominanti b’mod wisq eċċessiv għax dan ipoġġiha f’pożizzjoni ta ‘”leġislatur, regolatur, investigatur, prosekuzzjoni, imħallef u ġurija f’daqqa.”


Towards a more secure and transparent digital environment

The Head of the Maltese S&D Delegation Alfred Sant commended the Commission’s proposal for a new Digital Services Act (DSA) describing it as “a good text” and agreed with most of the points in the proposal. He was addressing the European Parliament’s Economic and Financial Committee as Socialist Rapporteur for the committee’s opinion on the act. This aims to create a more secure digital environment, which while respecting all users of digital services, also generates a fair and equal chance for every business to succeed. Digital services comprise different types of information and services provided over the Internet such as websites, internet infrastructure services and online platforms.

“In first place, the current DSA approach is pretty micro. The argument must be made that the macro socioeconomic dimension and associated risks should be defined better.” Dr Sant stated.

He pointed out that with respect to services based on communications and information technology, measures must take account of differences between large companies and small and medium size enterprises. It is imperative to pay attention to the build-up of “personal data by online platforms” and the way it is being used to further boost the power of those having huge capital and wealth. Furthermore, the role of financial and competition authorities should be set forth transparently. 

Alfred Sant argued that the European Commission should not have an excessively dominant role in the administration of the Digital Services Act because this will put it in a position of a “lawgiver, regulator, investigator, prosecution, judge and jury all at once.”
