L-istudju tal-Parlament Ewropew bit-titlu “L-Impatt ta’ Prattiċi Kummerċjali Inġusti fuq il-Kompetizzjoni fis-Settur tat-Trasport tal-Passiġġieri tal-UE” sar għall-Kumitat għall-Affarijiet Ekonomiċi u Monetarji (ECON) fejn l-eks Prim Ministru ipoġġi bħala membru.
L-istudju għandu l-għan li jidentifika u janalizza l-prattiċi inġusti fil-kummerċ tat-trasport bl-ajru tal-passiġġieri li mhux biss huma ta’ detriment għall-konsumaturi, iżda jistgħu wkoll jgħawġu l-kompetizzjoni fis-Suq Uniku Ewropew.
L-istudju janalizza l-mudelli ewlenin tan-negozju tat-trasport bl-ajru u l-mudelli tal-prezzijiet fl-Ewropa, kif ukoll id-deċiżjonijiet adottati mill-awtoritajiet kompetenti nazzjonali rigward prattiki kummerċjali inġusti u prezzijiet predatorji.
Ir-rapport inbeda b’inizzjattiva minn Alfred Sant permezz tal-Grupp ta’ Ħidma dwar il-Kompetizzjoni fil-kumitat ECON li jinkludi membri tal-Parlament Ewropew mill-gruppi politiċi kollha li għandhom interess speċifiku fi kwistjonijiet ta’ kompetizzjoni.
Ir-rapport jinkludi studju speċifiku dwar Malta li jeżamina s-settur tat-trasport tal-passiġġieri bl-ajru f’Malta u jħares lejn żviluppi riċenti, u jesplora l-possibiltajiet f’termini ta’ protezzjoni u kompetizzjoni tal-konsumatur.
Ir-rapport josserva li r-Ryanair u l-Air Malta kienu qed jalternaw bejniethom għall-aqwa post fis-suq Malti iżda minn issa ‘l quddiem, Ryanair żgur li se tikber fil-preżenza diġà mdaqqsa tagħha f’Malta. Bħala konsegwenza, potenzjalment issir il-linja tal-ajru dominanti f’Malta.
EP report says Air Malta could be driven out of the market
The study by the European Parliament’s Policy Department titled “The Impact of Unfair Commercial Practices on Competition in the EU Passenger Transport Sector” was carried out for the Committee on Economic and Monetary Affairs (ECON) where the former Prime Minister sits as a member.
The study aims at identifying and analysing the unfair commercial and trading practices in passenger air transport that not only are detrimental to consumers, but which can also distort competition in the Single Market.
The study analyses the main air carrier business models and price patterns in Europe, as well as the decisions adopted by the national competent authorities with regard to unfair commercial practices and predatory pricing.
The report was initiated by Alfred Sant through the ECON Competition Working Group that includes MEPs from all political groups who have an interest in competition matters.
It includes a specific case study that examines the air passenger transport sector in Malta and looks at recent developments, exploring the possible outcomes in terms of consumer protection and competition.
It notes that Ryanair and Air Malta have been alternating in vying for the top spot in terms of seat share but from now on, Ryanair will certainly grow its already sizeable presence in Malta. As a consequence, it can potentially become the dominant airline in Malta.
