Maltese MEP Alfred Sant said the EU should focus on its new Cybersecurity Act, and help member states coordinate and mount their cybersecurity protection, when he abstained on a resolution on security threats connected to rising Chinese technological presence in the EU and the possible action on EU level to reduce them. The Maltese MEP said he was concerned that the proposed scanning of big Chinese investment project could be a way to reintroduce capital control on the economic development of certain member states.
Dr Sant said the expansion of Huawei has become part of a broader struggle over technological supremacy and cybersecurity. Nevertheless, this fight should not be conducted through allegations of espionage and the re-creation of a geopolitical divide.
“US President Trump, by throwing accusations at the Chinese company Huawei, has totally ignored that to be fully credible, claims made need to be grounded on facts and arguments related to economic performance, not on unsupported presuppositions. Countries are apparently being expected to choose their side – Washington or Beijing. I do not believe that this is a reasonable or sustainable way forward to achieve valuable technological progress or to appease current tensions related to trade.”
The Maltese MEP noted that the resolution endorses a new regulation establishing a framework to screen foreign direct investments for reasons of security and public order.
“Big Chinese investment projects could be scanned for their strategic implications. I have deep concerns about these practices, which could be a way to reintroduce capital controls and occult brakes on the economic development of certain member states.” remarked the Maltese MEP.

Alfred Sant qal li l-UE għandha tgħin l-istati membri fil-koordinament tas-sigurta` diġitali meta astjena fuq riżoluzzjoni li torbot it-theddid għas-sigurta` maż-żieda fil-preżenza teknoloġika taċ-Ċina fil-Parlament Ewropew fi Strasburgu. L-MEP Malti spjega li l-UE għandha tiffoka dwar ic-Cybersecurity Act biex tgħin lill-Istati Membri jikkoordinaw u jsaħħu l-protezzjoni fil-qasam diġitali. Alfred Sant esprima t-tħassib tiegħu li l-iskrutinju tal-proġett ta’ investiment kbir Ċiniż jista’ jkun mod biex jerġgħu jiddaħħlu l-kontrolli tal-kapital fuq l-iżvilupp ekonomiku ta’ wħud mill-istati membri tal-UE.
Dr Sant qal li l-espansjoni ta’ Huawei saret parti minn taqbida usa’ – dik ta’ min se jieħu s-supremazija fil-qasam teknoloġiku u diġitali. Saħaq li din il-ġlieda ma għandhiex tkun ibbażata fuq allegazzjonijiet ta’ spjunaġġ u l-ħolqien mill-ġdid ta’ qasma ġeopolitika.
“Il-President Amerikan Trump b’akkużi immirati kontra l-kumpanija Ċiniża Huawei, totalment injora li biex ikun kredibbli, dak li jingħad irid ikun ibbażat fuq il-fatti u b’argumenti relatati ma’ rendiment ekonomiku, mhux fuq preżuppożizzjonijiet. Apparentement il-pajjiżi mistennija jagħżlu ma’ liema naħa se jmorru – Washington jew Beijing. Ma nemminx li din it-triq hija raġjonevoli jew sostenibbli biex jinkiseb progress teknoloġiku ta’ valur jew biex it-tensjonijiet attwali relatati mal-kummerċ jikkalmaw.”
Dr Sant qal li t-test tar-riżoluzzjoni jinkludi regolament ġdid li jistabilixxi qafas li jgħarbel l-investiment dirett barrani għal raġunijiet ta’ sigurta` u ordni pubblika. Il-proġetti tal-investimenti l-kbar Ċiniżi jistgħu jgħaddu taħt l-għarbiel minħabba implikazzjonijiet strateġiċi.
Dr Sant qal li dawn il-prattiċi jħassbuh għax jistgħu jkunu mod kif ikunu introdotti mill-ġdid il-kontrolli fuq il-kapital filwaqt li jintużaw metodi okkulti biex jitwaqqaf l-iżvilupp ekonomiku ta’ ċerti stati membri tal-UE.
