Subject: TTIP and its impact on Member States

A 2016 study conducted by the World Trade Institute suggests that the Transatlantic Trade and Investment Partnership (TTIP) will result in an uneven distribution of economic gain in different sectors and in different Member States.
In this connection, the Commission is asked to provide the following information, based on current economic indicators as well as the current negotiation forecasts:
1.the expected impact on the national income level (GDP) of each Member State;
2.the expected changes in the format of the industrial sector of each Member State;
3.EU-level macroeconomic and budgetary plans to counter possible negative impacts suffered by any individual Member State?

The systematic use of impact assessments is a key element of the Commission’s commitment to better policy making. As regards TTIP, the external study conducted by the Centre for Economic Policy Research (CEPR) in 2013 which supported the Commission impact assessment points to an increase in EU output (GDP) of 0.48%, and sets out possible impacts on sectors also at EU level. However, it does not provide results at EU Member State level.

As per standard practice in major trade negotiations, the Commission tendered a Sustainability Impact Assessment (SIA) for TTIP (1) which is being carried out by an independent contractor. As a result of stakeholdersā€™ feedback and requests for further insights during the inception phase of the SIA, the Commission decided to ask CEPR to extend and update the economic assessment of TTIP done in 2013. The updated results on which the SIA will now be based include data for all 28 EU Member States, and results at EU level for sectors.

The SIA’s draft interim report is due to be published in the coming months. Upon its publication, the Commission will assess the impacts on Member States and reflect on appropriate measures to be taken. In addition, the Commission refers the Honourable Member to answer to previous parliamentary question E-005866/2015 (2).

F’dan ir-rigward, il-Kummissjoni mitluba tipprovdi l-informazzjoni li Ä”ejja, abbażi kemm tal-indikaturi ekonomiċi attwali kif ukoll tal-previżjonijiet tan-negozjati attwali:

Bħala riżultat tar-reazzjonijiet tal-partijiet interessati u talbiet għal aktar informazzjoni matul il-fażi tal-bidu tal-VIS, il-Kummissjoni ddeċidiet li titlob lis-CEPR biex jestendi u jaĔĔorna l-valutazzjoni ekonomika tat-TTIP li saret fl-2013. Ir-riżultati aĔĔornati li l-VIS issa ser ikun ibbażat fuqhom jinkludu dejta għal kull wieħed mit-28 Stat Membru tal-UE, u riżultati fuq livell tal-UE għas-setturi.

L-abbozz taā€™ rapport interim tal-VIS se jiÄ”i ppubblikat fix-xhur li Ä”ejjin. Hekk kif jiÄ”i ppubblikat, il-Kummissjoni se tivvaluta l-impatti fuq l-Istati Membri u tirrifletti fuq il-miżuri xierqa li għandhom jittieħdu. Barra minn hekk, il-Kummissjoni tirreferi lill-Onorevoli Membru għat-tweÄ”iba għall-mistoqsija parlamentari preċedenti E-005866/2015 (4).
